Instructions:

  1. Preheat & Prep:

    • Preheat oven to 375°F (190°C).

  2. Cook the Beef Mixture:

    • Heat olive oil in a large skillet over medium heat.

    • Add onion and sauté for 3 minutes until softened.

    • Stir in garlic, Italian seasoning, and ground beef. Break up the beef and cook until browned (about 8 minutes). Drain excess fat if needed.

  3. Make the Casserole Mixture:

    • In a large bowl, combine tomato sauce, uncooked rice, salt, and ½ tsp pepper. Mix well.

  4. Layer the Casserole:

    • In a 9×13-inch casserole dish, layer in this order:

      • 1/3 shredded cabbage

      • 1/3 cooked beef

      • 1/3 tomato-rice mixture

    • Repeat layers two more times.

  5. Add Broth & Bake:

    • Slowly pour beef broth over the entire casserole.

    • Cover tightly with aluminum foil.

    • Bake for 1 hour 15 minutes, or until rice is tender.

  6. Finish & Serve:

    • Remove from oven and sprinkle with remaining ½ tsp pepper.

    • Let rest for 5 minutes before serving.

Optional Cheesy Twist:

  • Sprinkle shredded mozzarella on top before baking for a melty, cheesy finish!
